Requisition Number 0606410 Summary: The incumbent will provide instructional design expertise for the development of training programs, specialized educational programs, and academic courses delivered via distance education and through e-learning strategies. Develop advanced and cost-effective instructional methodologies through the use of e-learning technologies. · Explore ways to optimize use of curricula resources. · Design courses with appropriate attention given to interface design, sequencing of instruction, use of assessments, and design of materials and activities. Ensure that courses incorporate standards regarding order, clarity, conciseness, style, and terminology. · Review written materials and recommend techniques to optimize the learning process through changes in format, content, and methods of distribution. · Provide design and production assistance to ODEMS staff in the development of electronic delivery methods. · Develop online and computer-assisted methods and strategies that can enhance the quality of the learning process. Strategies might include the use of graphics, tutorials, simulations, modeling, games, and case studies. · As technology and software development products advance, explore and make recommendations for multimedia software for use by College. Develop courses using course management system · Collaborate with staff, customers and faculty on instructional design issues, and manages online course development. · Consult with individuals or departmental faculty on optimal design of curriculum and instruction and effective uses of multimedia. · Manage course projects from inception to completion. · Develop curriculum guides for courses and/or program components. · Design and supervise production of learning resources in variety of formats including print, graphics, audio, video, and animation technologies to support curriculum offerings. · Build in learner retention and assessment mechanisms to monitor student learning and track training progress. · Promote ways to assist workers to become more comfortable with online learning environments. Develop Web-based training, computer-assisted and online learning tools · Design, develop and maintain web-based learning modules which incorporate multimedia elements. · Develop DVDs, CDs and other e-learning tools. · Shoot video. Edit video for educational purposes. Perform administrative functions and other duties to ensure the effective operation of the center and its projects · Provide advice and counsel to the management team on the strategic, tactical and operational issues associated with the development of instructional technology. · Assist others as requested or required. · Day-to-day administrative activities such as maintaining information files and processing paperwork. · Attend meetings and seminars to obtain information useful to training. Serve as Webmaster for the College of J&S · Implement web pages, maintain content, and oversee day-to-day application of the website. · Develop web pages, including graphics, animation and functionality. · Monitor web server and site technical performance. · Implement search engine optimization strategies. · Track lead sources and provide reports on lead generation and conversion. · Manage marketing campaigns using Internet and Web marketing tools / strategies. · Work closely with Distance Education Director and Marketing Specialist to set and ensure campaigns receive ROI made.
Minimum Licensure/Certification Qualifications: Minimum Educational Qualifications: Bachelor's degree in Instructional Systems. Master's degree in Instructional Systems, Education, Communications or related field preferred.
Minimum Experience Qualifications: Three years of experience required in course or curriculum design preferably in higher education. Proficiencies in Blackboard CMS and multimedia authoring software such as HTML, PowerPoint, Macromedia Dreamweaver, Flash, Photoshop, and Windows Microsoft Office required.
Qualification Equivalencies: Experience cannot substitute for education, but education can be substituted for experience.

Background in all phases of an instructional development model (e.g., ADDIE model). Background in selecting appropriate instructional and assessment strategies for different types of courses in various academic areas. Familiarity with principles of client consultation and team processes. Experience with current course management software (e.g., Blackboard and/or WebCT). Familiarity with basic technologies used for instruction and training (e.g., multimedia production software, video streaming, and two-way video) as well as software that facilitates in the design of instruction (storyboards, flow charts, etc.).
